Based on the new regulation from COVID-19 Task Force through the Circular Letter “Nomor 25 Tahun 2021” issued on 14th of December 2021, the COVID-19 Task Force enforces the following restrictions.
Closing the borders for foreigners who enter or transiting in the following countries in the past 14 days:
South Africa, Botswana and Hong Kong as the origin of SARS-CoV-2 B.1.1.529
Countries that share borders or are geographically close to Angola, Zambia, Zimbabwe, Malawi, Mozambique, Eswatini and Lesotho.
Exceptions apply for foreigners with the following criteria:
Have no history of traveling, transiting or living in the mentioned countries/regions in the past 14 days.
Following the Ministry of Law and Human Rights, “No. 34 Tahun 2021” regarding Visa and Stay Permit during the Corona Virus Disease 2019 Handling Period and National Economic Recovery Program.
Following the bilateral agreements, for example, Travel Corridor Arrangement (TCA).
They are granted a special permit by the following Ministries / Institutions.
All international travelers who enter Indonesia must follow:
All health protocols that the Indonesian Government enforces.
Showing proof of vaccination certificate (physical and / or digital) upon receiving full doses of COVID-19 vaccination more than 14 days before entering Indonesia. The details of vaccination are as follow:
Indonesian Citizens must show proof of vaccination certificate (physical and/or digital) of having full doses of COVID-19 vaccination.
Foreigners must show proof of vaccination certificate (physical and / or digital) of having full doses of COVID-19 vaccination.
In case of Indonesian Citizens or Foreigners have not received vaccination upon arrival after the second RT-PCR test with negative results, the travelers must get a vaccination in the place of quarantine. The following applies:
Foreigner’s age of 12-17 years old.
Holder for Diplomatic Stay Permit for Diplomatic and Official Residence Permit.
Limited Stay Permit (KITAS) and Permanent Stay Permit (KITAP) holder.
All foreigners in Indonesia and planning to do domestic and international travel must get the vaccination.
Exceptions apply for travelers who cannot show proof of vaccination for the following conditions:
Permitted by the Port Health Centre to travel out of Indonesia.
Showing flight schedule to travel out of Indonesia for direct transit from the city of origin to international port within Indonesia to destination country.
A vaccination certificate must also be in English and the language where the certificate was issued
Showing negative RT-PCR result from the departing country taken in less than 3 x 24 hours prior to departure and filling the e-HAC International Indonesia.
Showing paid accommodation during a centralized quarantined process in Indonesia.
Conducting testing RT-PCR upon arrival for both who are obliged to follow the centralized quarantine process for both 10 days x 24 hours and 14 days x 24 hours for travelers under the category in point 1.
The quarantine process is as follow:
For Indonesian Citizens; Indonesian Migrant Workers (PMI), Students who’s done their studies or Civil Servants who are travelling back to Indonesia after conducting service abroad, the Indonesian Government will bear all quarantine accommodation and RT-PCR tests.
For Indonesian Citizens who are not in the category above and for Foreign Diplomats, asides from the Head of International Organization and their families must follow the quarantine procedure and process under the designated quarantine accommodation.
The Head of International Organization and their families can proceed with a self-quarantine procedure in their respective house for 10 days x 24 hours.
In case of the second RT-PCR result is found to be positive, hospitalization must be conducted for Indonesian Citizens with all respective costs being borne by the Indonesian Government. In contrast, foreigners need to bear their own costs.
If the foreigners cannot bear the cost of hospitalization, the respective sponsors and ministries / institutions / the state-owned enterprises who give any recommendation must bear the costs.
Both Indonesian Citizens and foreigners must follow the RT-PCR under the following rules:
On the 9th day of quarantine for travelers who need to quarantine for 10 days x 24 hours.
On the 13th day of quarantine for travelers who need to quarantine for 14 days x 24 hours.
If the 2nd test shows negative results, the Indonesian Citizen and foreigners can continue the travel. However, the Indonesian Government still suggests for all travelers to do additional 14 days of self-isolation following the COVID-19 health protocols.
The RT-PCR test results can be retested upon request by travelers at their own cost. The travelers need to sign a form provided by the Port Health Office (KKP) or Ministries of Health in Jakarta and its greater area.
The retested RT-PCR can be conducted in the laboratory of Rumah Sakit Cipto Mangunkusumo (RSCM) or Rumah Sakit Pusat Angkatan Darat Gatot Soebroto (RSPAD), or Rumah Sakit Bhayangkara Raden Said Sukanto (RS. Polri) alongside the Port Health Office (KKP) or partnered laboratories with the quarantine accommodation.
Airport and Seaport Port Health Office (KKP) must facilitate Indonesian Citizen or foreigners who travel internationally and needs medical attention during arrival in Indonesia.
Special dispensation applies to the quarantine requirement for 10 days x 24 hours for echelon 1 or equivalent civil servants in regards of work-related and or service consideration with the following:
Owning separate bedroom and bathrooms aside for all international travelers.
Minimalizing contact and interaction while distributing food and eating.
No physical contact with other international travelers who is under self-quarantine or other individuals.
Under the watch of Quarantine Officer who reports to Port Health Office (KKP) in respected area.
Conducting RT-PCR test on the 9th day of quarantine and must report the test result to Port Health Office (KKP) in respected area.
Exception for quarantine can be granted for Indonesian Citizen under special circumstances such as threatening health condition, a health condition in which needs special treatment or under grief as a result of the death of a direct family member.
Exemption from border closing for foreigners who are entering Indonesia and its quarantine procedure applies with criteria as follow:
Diplomatic Visa or Official Visa holder.
Foreign Officer equivalent to Minister and higher as well as the official group under official visit / state visit.
Travelers who enter Indonesia under Travel Corridor Arrangement (TCA).
Delegations of G20.
Travelers who are under the category of honorable persons or distinguished persons.
Dispensation for quarantine procedures must be submitted at least 3 days before arrival to Indonesia to the National COVID-19 Task Force and can only be given under the evaluation and approval between the related Ministries / Institutions.
All health protocols are as follow:
Mask must be worn to cover the nose and mouth.
The type of mask must be either three layers mask or a medically approved mask.
It is prohibited to conduct one way talk or two ways talk through telephone or performing direct contact upon travelling on land public transportations, train, river, lake, and air.
Prohibited to eat during travelling in less than 2 hours unless for an individual under special medical condition or needs to take medication.
All International travelers must download and use PeduliLindungi application to enter Indonesia.
Health monitoring and quarantine procedure for international cargo ships and their crews must follow the Ministry of Health under the watch of Port Health Office (KKP) of each entry point.
All foreigners, who intend to travel for leisure must not have any travel history in the past 14 days mentioned in point 1, are allowed to enter Indonesia with following:
Entering Bali’s Airport and Riau Islands’ Airport.
Other than showing proof of vaccination and negative RT-PCR test result, all foreigners must show:
Visit Visa or other Entrance Permit related to applicable regulations.
Proof of owning insurance with policy to cover 100,000 USD in which to cover COVID-19 treatment.
Proof of accommodation and its payment while staying in Indonesia.
